The Dome was an international super-hero organization originally sponsored by the United Nations. Heroes that worked under the Dome were called the Global Guardians. The Dome served two main functions:
The Dome's charter was signed by virtually every nation except for the United States, the Communist nations and South Africa.
The origins of the Dome go back to World War II, when the Justice Society of America during 1942 brought food to starving patriots in Nazi-occupied Europe. (All-Star Comics #14, 1942) Some of the resistance fighters who were aided were inspired themselves by the JSA to become costumed heroes in the early 1950's. These patriots became The Legionary, The Knight and The Squire, The Gaucho, The Musketeer and the Wingman. Some accounts also place The Ranger, from Australia, in this group.
When the non-Communist European nations signed the Treaty of Rome on March 25, 1957, which established the European Economic Community, they also signed a treaty creating the organization then named the Dome. The Dome was headquartered in a mansion in Paris, France. A key figure who played into the creation of the Dome was the super-being originally from the continent of Africa, Dr. Mist. He had spent time convincing the European governments that more super-powered being would soon emerge in Europe and around the world, and there needed to be a way to assure their peaceful integration into society.
The heroes that work for the Dome were called the Global Guardians. In times of need, Dr. Mist would pull together various heroes from member nations to deal with the threat. Working with Dr. Mist was the acting director of the Dome, a woman with psionic powers code-named Belphegor.
When the Justice League organization made the decision to go international, the United Nations sanctioned the new Justice League International and cut funding to the Dome, essentially disbanding the Global Guardians. All data stored at the Dome was transferred to the JLI.
When the Global Guardian heroes were brainwashed by Col. Rumaan Harjavtithe and the Queen Bee and moved to Bialya, a replica of the Dome was built in that country. The original Dome in Paris was made into a Global Guardian museum but soon after destroyed by Jack O'Lantern I to discredit the new Justice League Europe team.
In recent years, a new Dome was established by Dr. Mist on an island somewhere in the Pacific Ocean, and the Justice League provided the reduced membership with data on other international heroes, thereby expanded the membership of the Global Guardians once again.
The first appearance of the Dome was in Infinity, Inc. #34 (January 1987).
